The rush to work in the city of Theifs

Now theifs cannot steal in each others homes. So definitely all of them have to commute to another cities. Now who created this city of theifs in first place. It was by gradual process of elimination. Those who didn't steal got stolen to death. And had to run away. Now all was left is bandits, and dacoits, and pick-pockets, each smarter than the rest. There were schools of learning. The Art of Theft. Its no science, it is an art. Various levels you need to cross. Stealing is no joke. It takes guts to do that. And free mind. People just won't do it merely out of good moral conscience. Stealing is well good for the health for society if done in the right way, and with right people. But its no good for those who get stolen. So now who are the teachers? And who hires them?
